reasons:

name: similar to hers

plan: similar to why mirai created her

design: lab goggles and vest are very similar to her canon lab work outfit, even if she's african american and roxanne is somewhat asian in terms of features.

voice: literally my exact voice claim for roxanne

behavior: pre-redemption roxanne-like, she'd do anything to prove herself right in the eyes of someone (the agency/her mother) even if it means killing people along the way.

Conclusion: if this game ever came out in the robodoki universe....
