Could you cast runic repetition targeting a spell that you cast after targeting it with with Dralnu, Lich Lord's ability?

No.

Once the spell leaves the stack and goes to exile, it becomes a new object and no longer has flashback. This means it’s not a legal target for Runic Repetition.

I control a Dralnu, Lich Lord and a Sigarda, Host of Herons. My opponent casts Lightning Bolt on Dralnu. Do I have to sacrifice permanents?

No.

Dralnu has a weird replacement effect, so it changes what Lightning Bolt does into “Dralnu’s controller sacrifices three permanents.” However, Sigarda will keep you from having to sacrifice anything due to her ability and the spell will just do basically nothing.
