Do the president and vice president run together as a ticket, or are they elected separately?
If the latter is canonically true, it would explain why Santiago and Clark were so different politically, and only similar on certain key issues (e.g. concern about too much alien influence on Earth).
On the other hand, if they were elected together, then there's a more complex story to tell about why Santiago picked Clark, despite their differences.
The only thing that seems to be clear in canon is that Santiago was not part of the Shadow conspiracy, which Clark and many others had long established prior to the election. Indeed, the Shadows may even have helped rig the election to get Santiago elected - so they could help Clark kill him and take over.

She knew about Thawne's deranged plans all along, and knowingly helped him kidnap an infant Jenni to further his petty goals.
10 years later, she is acting as Earthgov president and only a few years later, is helping to facilitate the formation of the Legion of Super-Heroes and sanctioned it as a DRAFT for teens with powers where she then reunited with Jenni...

I can't believe DC sat on having Lyle being an Earthgov SPY who worked for Chu directly, who was complacent in Jenni's family being ripped apart, who also put her in danger and almost got her killed by delivering her to Thawne, who possibly knows all about Thad growing in a tank somewhere as an indoctrinated weapon born of petty revenge and nihilism and they did not marry all of these elements together. Like Jenni and Lyle both were victims of Earthgov though obviously it would take Lyle a lot longer to accept that.
I am having so many thoughts. DC you should have had them bond over this, you could have done something so COOL and meaningful for BOTH of their stories.
