He probably remembers how they smiled as they almost came close to killing him. If they are going to smile as they chase and try to kill him, then he will make them permanently smile and never show another emotion again.

Again Orochi is someone who craves power and to make the Wano people pay for his persecution. So I think using the power of smiles to do that would be creative extra bonus alongside not having to endure people suffering from his cruelty. Again Orochi knows what he is doing to the country and is happy to revel in their misery as he sits on top of it all.
