Effie's name

Sorry if it has already been said but some things about effie's name don't make a lot of sense to me:

The capitol is all about Latin and mythology/history related names. Why is Effie called Effie? (I brushed it off in the first trilogy thinking that she seemed less influent than some of the others she met). And Effie represents the capitol at its finest in the beginning. Sotr made sure there was no "she always thought like a rebel" or anything.

But there is no way that parents called theur first daughter Effie and their second daughter Proserpina. Just... no. So to me Effie has got to be a nickname. First that came to mind (with Proserpina) was Persephone (with the "eph" in the middle) but the capitoltends to be more roman than greek. Ephesus (yeah it's a city but for the temple of Artemis, aka Effie is the character that rises socially through girls abd there are no men in sight) is also a choice.

I know Effie is fun at face value, but realistically, she’s a very horrible person. The common consensus makes her out to be Katniss’s ditzy aunt, but this woman actively participated and supported the enslavement, dehumanization, and murder of children. The movies gave her more of a character arc/self-awareness than the books did, and I like that they did. But Effie is neither a bimbo nor a victim, and to relegate her to either to excuse or ignore her actions is just another way people miss the point. She was directly comfortable with the status quo, and sought to advance within it. Her coming to care for Katniss (and how much of that care was genuine, and not formed out of appreciation for Katniss being her golden goose?) does not excuse her actions before with and to Katniss, and her service to the government at large which she was willingly employed in.  She’s the very thesis of the bias and shallowness of the Capitol, personal relationships do not excuse that.
