Lord Hood's entire story in Halo Empty Throne feels like the book is self-aware of the state of the Halo universe and uses Hoods chapter as a mission statement. Something that I feel works to get more jaded Halo readers hooked.
Both Hood and the overall Halo universe in the immediate aftermath of Halo 5 are left lost and adrift, trapped in a drunken haze, and constantly reminiscing on it's past while everything goes to hell.
Conversely, Lord Hood in Empty Throne is back to his old self; focused, forward facing, and clear minded in purpose. Willing to admit past faults but no longer willing to let them consume him.
Given the point of Empty Throne is to finally move the overall Halo universe post-Halo 5 forward; I feel it's fitting. It also works with where things are with Empty Throne by the end, the universe finally in a new paradigm. Even if it's similar to the paradigm that existed before Halo 4.
Look, I'm just happy we no longer have to worry about the giant death robots and can actually tell stories in the Halo universe without that shit looming over.

Destroying The Empty Throne/Prediction
According the series, this throne has been around for 800 years and dates back to the Void Century. To the public it’s a symbol that no one not even the Elder Stars or Celestial Dragons can rule the world. However, it’s a farce meant to deceive the world that instead of an oligarchical federation it’s instead of a cruel empire ruled by one man who can with one word exterminate anyone who is a threat to his power. In other words, the Empty Throne representations everything wrong in the One Piece world where the elite abuse their power, ignore injustice (and even endorse it), and exclude people who are not wealthy.
And given the fact that Luffy’s real power is the Hito Hito No Mi: Model Nika. It makes me think that it would be brilliant that the inheritor of Joy Boy’s will and fruit will destroy the symbol of the government’s hold on the world. It’s a symbol of triumph over oppression and finally liberating the world from a cruel regime that has lied and suppressed it’s way to keep it’s power.
It would be just like how Luffy destroyed Nami’s room in Arlong’s Park. He would realize just like he did with Nami’s room that this a horrible symbol of everything wrong with the villains. He would realize that the throne shouldn’t exist and that it symbolizes all the lies and hardship that they put the world to. It must be destroyed so no one can actually think they can rule the world and take anyone’s freedom when they feel like it. If he’s the next Joyboy then he must finish what the original Joyboy couldn’t wish is finally stop the cruelty of the world government.

Well, the World Government's in crisis. It's pretty obvious the "candle that should have been snuffed from history" is the Will of D. And it's also pretty likely that Vivi's gonna be the name given to the Gorosei. But what are they gonna do? Are they gonna kill her? Freeze her in their giant vault? They already see her bloodline as traitors, and the other options we're shown are two Ds and an Ancient Weapon, so I doubt they're gonna throw her a party.
