Fox's is underdeveloped and so has no base personality besides following orders

Fox's only purpose is to mirror the Republic he serves, being just as apathetic

Fox was being controlled by his chip the moment he was assigned to Coruscant

Fox was being threatened by Palpatine and his actions are thus "his" choices

Fox's memories are unreliable due to the chip, threats and force manipulation

Fox is suspicious of Palpatine but powerless to do anything about it
