Fruits basket has stil four episodes to go... And from a writing viewpoint I think ending the season with Kyokos backstory would be a little slow. And not much of a cliffhanger...

Tbh I think the best would be

22 - school councle stuff/ yuki backstory end

23 - sorta cinderella

24 - New Year + Kureno watching DVD

25 - Kureno and Toru meeting

Then we would have a nice cliffhanger and a bang to end the season... And then we start season 3 with Kyokos Backstory and learn a lot about Toru. That would be a good start for the end, too.
