Norway holds a bit of a grudge over 967.

Based on the historical tidbits that in 967, Estonian vikings (Oeselians) kidnapped and sold Norwegian prince Olav Tryggvason into slavery, and that when Estonia re-declared independence in 1991, Norway was the only Nordic to never re-recognize the country's independence

Why? Easy, Estonia fucking sucked at making friends when he was younger but was GREAT at making enemies!
Only EstFin seems to escape when it comes to ships that have lots of history with Estonia.
Also, though still questioning and trying to figure one event out, but EstUkr may not escape this trend either.

Norway & not having re-recognized Estonia's independence
|| It's something anyone who has looked into Estonia and Nordic relations may have noticed, there is nothing about Norway having ever re-recognized Estonia's independence in the 90's
And I've actually seen some people touch upon this, and interpret it as evidence that Norway has dislike for Estonia. Even seen that reason to be brought up to be because Norway is still pissed about what happened to King Olaf Tryggvason. When Tryggvason was a small boy and escaping towards Novgorod with his mother at approaching end of the 10th century, they got interfered and kidnapped by Estonian Vikings who took the prince into slavery, only later did he get back his freedom bought back when his uncle stumbled upon him in the slave market.
Of course Norway has a right to be pissed about that, but that was over a thousand years ago. And if Norway were to really hate someone for life from that already then how many people would Norway dislike?
Besides, I feel like people miss something that makes them misunderstand Norway not re-recognizing Estonia.
First off, Norway never recognized Estonia as annexed by the Soviet Union.
This is something countless western countries did, they continued viewing Estonia as their own country and viewing the Soviet Union takeover as an illegal occupation. They would continue the functions of honorary consultants and so on, Norway too.
When Estonia regained independence Norway restored Diplomatic relations on August 27th 1991 (before even Finland) which i'd view as much more important for countries especially moving forward.
In April 1992, Norway even sent a truck load of things to Estonia to donate to people and help with the recovery of what the Soviet Union did. Just because he can. This means a lot considering what a struggle it was at first for everyone, so having someone help is very important.

Although I have nothing to prove this, I believe that the reason Norway didn't re-recognize Estonia's independence is simply because it was not necessary.
They never saw Estonia as annexed, they simply had diplomatic relations get severed because Russia invaded. Norway's recognization of Estonia on February 5th 1921 still applies. (Its even right at the top written in bold when you look up Norway - Estonia relations.)
Heck it's nice that Norway did that, because it's acknowledging that Estonia is not a new country, Estonia is continuing what he was doing before WWII, he's still Estonia. What happened on the past is in the past. ||
