To say that the show that Lexie and Bean and the rest of the improv group had put on was a disaster would be a colossal understatement. It had been offensive and in extremely poor taste. And it hadn’t even been funny to at least soften the blow of how disgusting it was for Lexie to so callously mock both a death and an execution solely to disrespect Allie and her leadership. Political dissent wasn’t a crime, even Helena herself didn’t agree with everything Allie said and did, but the method in which Lexie chose to show her disapproval with everything left a poor taste in Helena’s mouth, regardless.
She was settled comfortably in her blue polka dotted pyjama shirt and shorts, fully ready to go to bed. Helena didn’t usually stay up late-on an average day, unless she was having trouble sleeping, she usually only stayed up until 11 at the latest.
The Thanksgiving festivities had ended past curfew, so she was tired, and she just wanted to go to bed. She relished the feeling of Luke’s lips against her temple, as she glanced over hearing the door open. Her brows furrowed. “Cheryl?” She asked, unable to keep the worry out of her tone completely. “What’s wrong?”
It’s no surprise, then, that word spreads fast; it’s in every coffee shop, every sports bar, every home, the latest headline saying that Kim Suichen, an exceedingly popular idol from Sunseong, has been arrested---detained by DSEM. Speculations fly, but information is scarce at first; it doesn’t take long for the tone to change.
Information comes in snippets: first, they say that Suichen burst out of his containment only an hour after his arrest. Next, they say he fought multiple hunters in a thirty-minute drawn-out scuffle---controlled multiple civilians to fight with him in the process---there’s even camera evidence of it, and those videos leak soon enough, too.
Now they’re saying that Suichen isn’t human and never was---he’s a fae, one with bright glistening wings and long clawed hands, capable of using magic to bring in fans and followers, bringing them close enough that he could take advantage of them. The words “human trafficking” come up--and the words “Chaos Controller”.
Indeed, reports now say that as they arrested Suichen for the second time, he laughed and mocked the officials---all for “killing the wrong person”.
Coverage can’t reach a conclusion before someone brings forth a piece of even more interesting information: some small-time blog called “Conspiracy City” had released a list of names just yesterday, claiming that everyone on the list had worked with the Chaos Controller. They’re all from Sunseong, important figures; each name comes with a list of accusations.
The ones listed for Kim Suichen line up with the investigation thus far.
It catches on fire; are these “Conspiracy Bloggers” really what they say? Do they actually want to protect Sunseong? How do they get all of this information? The media wants answers and the first scoop; someone offers a bounty, should anyone be able to reveal the true identities of these bloggers.
DSEM’s official statement calls them terrorists---a danger to civil order, and a sign of supernatural threat. They call for their arrest and officially launch their own investigation into the matter---but given the names on the list, unease fills the organization.
But, the city reacts in its own way; people start talking, as the days tick by. Was the Chaos Controller truly killed? If it wasn’t her, then why? Reporters flock the streets, searching for answers---anything that’ll lead to the next big clue, the next hit in this puzzle-piece story, even if it means questioning random civilians and pressing up against the protests and supernatural-laced riots that again begin to spring up like weeds in the restless city streets.
Some of the people at the top, the officials and the upper class, are nervous, and it shows in the interviews; the riots, the sudden invasions of privacy, it’s hard to know who to trust. It only gets worse when an investigation into another name on The Conspiracy Blogger’s list proves to be true. A doctor who’s actually a vampire stealing the blood of so many of his patients---didn’t even bother to leave them alive.
Emergency action is taken; a bill is pushed to get more cameras up all over the city, to get more information, to stop the rising supernatural menace from overthrowing the civil order that Sunseong has known for years now. It slips by somehow, despite how the public and many officials alike balk at the idea---everything feels fishy, like anything could be a conspiracy.
The whole city has its eyes open---searching for clues, searching for the truth---but there are more eyes on Sunseong than just the cameras would suggest. The Conspiracy Bloggers seem to have determined that maybe, just maybe, they don’t need to do all of their work behind a screen any longer.

In short, a number of influential figures in Sunseong have been outed as supporters of the Chaos Controller---and moreover, a number of sources are drawing question as to the fact that this “Chaos Controller” was really “executed” last week, and why such a stunt was pulled in any case. Questions fly and answers seem scarce, but more information continues to be leaked as the days tick by…
Information for all citizens:
CCTV cameras have been installed in a number of locations in the city in an attempt to track supernatural activity. Supernatural citizens should be careful not to find themselves in trouble due to the additional surveillance.
Reporters are extremely active on the streets, attempting to question anyone who might even have a clue as to what’s going on with the Conspiracy City reports or the blog itself.
The Conspiracy City NPCs themselves are out and about, as well...
In general, a lot of organizations in Sunseong are in disarray due to the paranoia as well as the actual reported instances of higher-ups being affiliated with the Chaos Controller. Paranoia is high throughout the city and people are talking about the conspiracies, worrying about who might get outed next, questioning the motives being the “public execution” of the Chaos Controller, these sorts of things.
Information for DSEM-affiliated characters:
While DSEM is attempting to investigate the accusations made by the Conspiracy City blog as well as the Conspiracy City bloggers/informants themselves, the fact that some of their own ranks have been called into question for affiliation with the Chaos Controller has caused additional discord within the organization.
DSEM are likely working to control the disorder in the city while also once again being busy with these various investigations. It’s been a bad few months for DSEM workloads.
Information for Aequitas-affiliated characters:
Aequitas maintains a stance against the Chaos Controller and those affiliated with her. They seem to be neutral to positive toward the Conspiracy City bloggers.
As usual, Aequitas hunters are free to act of their own will, but the climate of the guilt leans toward an attempt at bringing the various accused villains to light.
Optional event prompts featuring various happenings around the city will be posted within a few days; these prompts will be open for all members to use for threads, self-paras, etc, in relation to the event.
Any posts made with relation to this event should be tagged with “obs: exposure”, whether they be self-paras or threads! All muses who participate in the event in some capacity will receive 20 points upon its completion, with possible bonuses awarded for multiple threads, completed threads, and so forth. Posts made under the pre-event tag “obs: exemplify” will also be counted toward this event. Event threads and self-paras may be posted until August 31st for bonus points, but threads may still be posted after this for development purposes or just for fun!
Hey there City Goers! I hope you love political drama, because boy do we have a surprise for you!
That is right! Your favorite bloggers have decided to take a little action in reference to the recent decisions of our lovely Sunseong Government. You see, we have been in this city longer than basically any of them and we really hate to see their disgusting work messing up the streets. So all of us here have come up with quite a plan! Stick with me, City Goers, I promise you will not regret following along with this one.
I have been doing some digging into our government workers and a few business owners around Sunseong for the last few days and do I have a surprise for you! Then again, is it really a surprise?
I mean, let us be honest. None of you really thought that those types of people were all good with no bad, right?
Well, as it turns out, some of our big names have been working with the one and only Chaos Controller! A lot of them worked for the Lord or the Queen back in their reigns, but got to keep it nice and cozy under wraps before. They were trying to do the same with Ms. Chaos herself, but, well, we hackers can be quite the pain in the ass, do you not think?
Even better news, though, some of these people are not even human. You heard me right, supernatural agenda types! Some of these officials not only are working with the Chaos Controller (Did I say working for? I meant are basically doing whatever she wants them too) they are supernatural as well!
So why do not look into them, hm? I would absolutely love to see these people kicked out of their offices and into the jail cells they belong in.
So here you go, City Goers. My list of 5 big names that have been working with Ms. Chaos:
Lee Chungho, Owner of Sunseong Mid-District Hospital. Vampire. According to his records, he just drains patients from time to time! No big deal, right? On top of that, he has been providing Ms. Chaos’s workers with some free medical treatment in trade for something of her’s I am sure. But none of that should matter for his record, according to all the cops he has been bribing.
Park Haneul, Supreme Court Justice. A bit of a fair vendetta as far I am concerned, but this is the person who put quite a bit of pressure on local courts and the like in order to, well, get supernaturals pinned for crimes they did not commit. In specific, his pressure is what resulted in the recent execution. Turns out his pockets are quite nicely lined by the Chaos Controller, and his wife’s witchy habits are provided for just as much. Money and magic can make for quite the combo.
Min Heiran, High ranking DSEM official. This one is a bit odd. Ms. Heiran is the DSEM official responsible for pretty much hiding a lot of the Chaos Controller’s followers out of harms way during the whole mess from her exhibits. I am not sure why exactly she is doing this, as I have not found any notable money trails, but it certainly seems that Ms. Heiran is in support of the Chaos Controller’s ideals.
Park Myungdae, Police Sheriff. Myungdae, people should have seen coming. He has been known for his brutality against supernaturals and generally humans alike. As it turns out, though, he was one of the people running around killing and hanging up supernaturals for the Chaos Controller. All for a few promises of money and power, too. What a dick.
Kim Suichin, Celebrity/Sunseong Idol. That is right, everybody. Suichin, the Suichin who I am sure many of you have albums from, is a rather annoying and rather cruel fae. You heard me right, fae. From my research, he is a fae of popularity and, well, chaos. He was quick to listen to the Chaos Controller’s whims in order to have a bit of fun in town. Even more quick to talk as though he actually cared to get a bit more popular in town. His singing voice might be nice, but his personality is pretty bad, right? Anyway, he has also been faestriking random fans and, from what I can tell, straight up selling them into human trafficking rings. Nice guy, right?
Take this as you will. I am certain many people will not so much as listen to me, but this is my way of getting revenge. City Goers, I hope you can blow this up and get some answers. I am just a vampire who sits back behind a computer screen and watches closely...
But let us not forget how old I am... Or how strong. All of us here on Conspiracy City are planning to keep finding information. Do not worry. We always have our eyes open.
Omega, the verdict has been drawn and your execution is soon. What are you going to do now?
the giant stirs; his head and neck rest on his claws, which are stacked on each other. his primary eye remains shut, but the tendrils that hold his star-eyes move forward and around the head to look at the little messenger. the eyes blink in succession, their gaze unwavering. Omega’s gills flare with a sigh, a burst of air that could uproot trees in a moment’s notice.
“so it is decided,” the beast rumbles, inanimate save for the sway of his tendrils, “i suppose it is good they have come to a conclusion.”
there is silence for a while. what will you do? what could he do? his entire existence inhibits his cause. every bit of destruction that comes with a mere breath can feed Chaos. Omega is not lacking in intelligence—he’s quite aware that he’s supposed to be an artificial prophecy, an attempt at preemptively dodging fate. he’s also aware that it’s a fool’s errand. he is not the Dragon Lord nor is he the Lady of the Sea and Sky. he is another being in their playground.
should his invokers even find a suitable host for him to bond with, said host would be short-lived if the rites were attempted; their body would crumble and splinter under his gaze. even on his own, he could not fight Chaos when he is one of the things perpetually strengthening it.
he is incompatible with mortals. he hinders the very goal he was made for. he desperately yearns to help cull Chaos’s power and influence because he’s seen the suffering. however, what can he do when all he’s useful for is to perpetuate agony? he cannot help his invokers, despite being a pinnacle of their biotechnology.
Omega is a failure, and he knows it.
the great being’s tendrils recede back into his mane. his Eye opens. he stares at the tiny messenger, whom he does not doubt has little time left in his presence.
“i will do nothing,” Omega whispers oh-so-gently, “it will be hard enough for them to make an attempt on my life as-is. should they survive my breath and presence, what will they do? i am not of the Mist, nor of the Soil. i am both, eternally entwined into a lack of space.”
he does not speak with arrogance, but with sorrowful self-awareness.
“i shan't struggle. i would not wish to hurt them any more than i already have. i am not the weapon they needed. i could not do anything against the Tormentor. this... is for the best.”
( if one pays enough attention, they can see his claws quivering and his fins trembling. )
The hierarchical structure in Gavner's clan is simple. At the top, 5 elected-for-life Princes. Below them, 300 Generals — vampires of good standing who have proven their worth. At the very bottom, the remaining ~2500 members of their society. The Princes enact laws, and Generals like Gavner serve to enforce them — and to make sure vampires aren't getting themselves into trouble.
The laws aren't written down due to, well, high illiteracy rates among the clan. They, just like most of the clan's history, customs, and tales, are passed down orally — and as a General, Gavner has had to dedicate time to studying and memorizing all of the details of their different laws, their nuances, and different historical cases of said laws being broken/enacted.
For the most part, however, the laws are quite simple. Don't blood children into vampires. Don't recklessly blood people. Don't commit acts of treachery against the clan. Don't kill humans recklessly. Don't do anything to endanger the clan's existence. They are difficult laws to break — and for the most part, there is leniency depending on the circumstances of the crime.
A vampire accidentally killing while feeding won't get a second glance, for accidents happen, but one who has left a string of corpses in his wake from his feeding habits will face punishment. A vampire who kills a human in self-defense won't face punishment, but one who kills for selfish or petty reasons will. Blooding without due process will get reprimand — unless the blooding was an exceptional circumstance, such as to save a dying individual's life. So on, so forth.
It is only treachery which gets mandatory execution, no matter the circumstance.
Executions are not uncommon among Gavner's kind. As a General, Gavner is considered to be well within his rights to cast judgement upon — execute — guilty vampires as he deems fit. Of course, he isn't a man who wants to punish wrongdoers ; if a guilty vampire is cooperative, it is not an option typically discussed, even for the most heinous crimes. Gavner personally hasn't passed judgement on cooperative vampires, but for those who have shown themselves treacherous, who have committed heinous crimes with no remorse and with no willingness to cooperate...
Simply put, it isn't as if a vampire can be imprisoned against their will. Stick Gavner in handcuffs, he can break them with the smallest jerk of his wrists. Throw him into a cell, and sooner or later he'd be able to break through even the thickest concrete walls. If a vampire isn't cooperative and has proven themselves a danger to society, resisting any attempts to face punishment or make amends for their actions? It would be impossible to contain him. Same thing if a vampire has gone mad and lost any semblance of sanity, who have become an active danger to other vampires — or more often, to humans.
It is unfortunate for all involved, but execution is considered the most humane option in these situations.

It is important to note that Gavner's kind are an honorable species. For the most part, one commits themselves as a human assistant for years before being blooded, during which time one will learn the ins and outs of the clan. If someone didn't want to be under the thumb of the Generals, within a society where capital punishment can be lawfully carried out with no oversights or safeguards, then they could simply choose not to be a vampire.
This makes up a large part of why capital punishment is considered reasonable within their clan — vampires know what they're getting into before they're blooded. They knowingly* chose to enter into a society with this justice system and hierarchy, after all.
* unless you're Darren or Gavner, who knew jack shit about the clan when they were blooded let's be real here ♡

A concept: Helena having extremely violent, chaotic, almost apocalyptic nightmares both the night before Dewey is executed, and every night after the fact.
If there had been more than one person being executed, Helena would’ve been even more of a mess than she already was. And she doesn’t even particularly like Harry lmao.
