Idea for a new fallout faction: Railway based Nomads!
A faction that has repaired and maintained a train for generations and uses it to travel across the country.
They are a pastoral group that uses cattle transport wagons to move mutated sheep and other livestock during the night and heard them during the day. Sometimes they’ll come to a spot where they will stay for a longer time(till the sheep deplete the grass).
I can even imagine that this faction is made up of several different trains that move in different directions and occasionally converge.
More Fallout 406: The Vigilantes
After the Great War, local law enforcement fell to the wayside in favor of taking care of one ownself. Individual communities stuck it out by themselves until the Raiders from Billings, and Highwaymen began making themselves a problem for the ranchers, and towns.
Former law enforcement, banded together to bring back Old West Justice. They do not have an official, single leader; they operate on popular opinion of the communities they serve. Each town under protection of the Vigilantes have their brand on the gates of the town.
Typically, each town in the Vigilante Network has a representative who stays in town, and acts as a sheriff (The Exception of Camp Crazy Mountain). They rely on the townsfolk and word of mouth to learn when Raiders are going to attack next, so they can thwart the attempts. There are a few informants who work for the Vigilantes.
The Vigilantes also patrol along the old I-90 interstate where Highwaymen hit caravans and travelers.
Their justice system is a brutal one, but is swift. When a crime occurs the Vigilantes are usually informed immediately. The severity of the crime determines the severity of the punishment. Theft, petty crimes, and first-time raider activity ends with a slap on the wrist, a couple weeks in the town jail. Second time offenders get a harsher sentence. Third time offenders in towns and murderers get a different treatment; on their homes they get a “3-7-77” painted on the outside, an old Montanan practice warning that they have to leave town within three days, seven hours, and seventy-seven minutes or be in the receiving end of Justice, whether it be hanging, or exile. (Usually Hanging since exile results in more raiders).
Captured Raiders are often interrogated, in order to get more information out of them, and are usually hanged when their usefulness runs out. Cattle-rustling, and horse thieves are hung as well.
The Vigilantes allow the Great Khans to travel peacefully, as the Khans have legitimate trade between towns as well as Chems with the Raiders. It’s a very delicate relationship.

Fallout Dallas/Fort Worth Concept Moodboard
Does any fallout fan out there have the time to help a dude out? Not asking for money, or anything. I’ve just created this document/concept for a fallout expansion, and I could use someone to bounce some ideas off of. That, and I need help figuring out the main plot some more. It’s mostly takes place in the Bayous of Louisiana. I’ve created companions, a few factions, and the basis for the player character, known as the “One Left Behind”

Fallout 406: Vaults
I honestly can’t see vault-tec being interested in building a lot of vaults in Montana because of the location and resources.
The Enclave had a bunker under Great Falls, but it was dammaged by the bombs and it wasn’t long until radiation leaked in and killed the inhabitants. It comes as no surprise with how distrustful of Big Government, so the Enclave didn’t have a strong foothold in the state, and any of the survivors of the Enclave vault are shunned from communities.
The other vault in Montana was an actual Vault-Tec experiment. Vault 23 in Billings was filled with ex-Criminals and people believed to be pre-disposed to violence. When the vault opened 60 years after the bombs fell and the vault inhabitants formed their own gang in K(B)illings.
