What do u mean by never been tested? They’ve absolutely been tested. Are you talking about the fact that the FDA doesn't specifically require pre-market testing and approval for them? That’s because they are considered by the FDA to be generally regarded as safe (GRAS) which means they don’t have to do anything special. The FDA is sufficiently convinced that GM foodcrops are materially equivalent to their conventionally-engineered counterparts. That means they are required to be tested as much as any conventional product would be, which is to say that food additives and drugs have to be pre-approved by the FDA, but foods are not required to. However, there is a voluntary premarket consultation process for GM foods, which the FDA estimates every GM food on the market has been subject to.
