One thing that's kind of weird about Rangers in d&d is that Strength isn't one of their main skills. Instead it's Dex. I mean, I know that most people haven't actually shot a bow, but the main reason arrows are so damaging is because of the immense amount of draw weight behind the shot.
A longbow that would probably be used in combat has a draw weight of about 120 pounds!! Potentially even more! That's where the deadly piercing power comes from.
(Oh, and as a side note, that draw strength comes largely from your back muscles, not your arms. If you tried to do that with just your arms, it would not go over well.)
So basically, please stop giving your ranger characters low strength scores. It just doesn't make sense.
