Legate Fasendil. Hangs out in the imperial camp near Ivarstead (if the Rift passes the empire, then he moves to Riften, to the Mistveil fortress). He is the only Altmer Legate to have a backstory, one of the few Altmer not to support the Thalmor, and plays no role in the game. He doesn't even give quests. All he has is a couple of lines of dialogue. And that's a shame, because he's a pretty interesting character.
