since the council didn't know about valorum's mission for sifo-dyas to deal with the pykes it looks like chancellor contacted him personally. there must be some level of familiarity and trust between them, not bail and obi-wan level but maybe one of these "that jedi saved my life through hell so now I know I can trust him" and "that's a politician I can deal with" jedi and senator situations
and then valorum never asks what happened to sifo-dyas and then there is the naboo crisis so THIS TIME he asks the council to send qui-gon who ALSO dies on that mission
in a universe where sifo-dyas doesn't die on his mission he comes back only for valorum to be like 🥺👉👈 there is that invasion on naboo

coming out as a Finis Valorum fan. he sucks at his job but I think that's part of his charm
and with his assistant Sei Taria being Politically astute, yet sometimes devious according to Wookiepedia and slaying all throughout her screen time, they may have not been a very productive or useful Chancellor's office but they were cunty and iconic and I think at the end that's what really matters
