I headcanon magic isn’t fundamentally good or bad, but mewmins lost the right to use it because of generations of exploitation against the underclass. 

Still, magic can help people, it can heal the sick, grow food, build houses, ect. 

If the council were to decide only that specific type of magic was allowed, Eclypsa would tolerate it, because it would mean anyone who had hostility towards someone else was doing it on the basis of their identity- and not some fictitious scarcity of resources. }
