However, to prevent their flag from falling into enemy hands, they torn it into 13 pieces and they hid them in their clothes, hoping to put it back together after imprisonment. Liberland civil flag: a flag for non governmental use that omits the seal of Liberland.

[Civil flags](https://en.wikipedia.org/wiki/Civil_flag) generally omit the country seal and are meant for non governmental or non military use. You can see a good example in the case of Peru in the linked Wikipedia article. Given Liberland's ideology (right Libertarian) this would seem like the more appropriate flag.
