Quick overview
This Olivia for reference is the best dancer in the game. Not only is she a flying dancer which comes with all sorts of advantages, but she also brings a busted weapon which grants +3 to all stats when dancing a unit, meaning she's a flying PA Azura. Combine this with a colour which can beat out a lot of the common green units like Amelia, Hector and Grima and you have a strong support unit. Not only this though she's the only permenantly summonable flying dancer meaning, even after this banner, she's still able to be summoned. Oh and like she comes with a pretty solid base kit, which is always nice.
Base kit
Skuld is an amazing weapon, offering the ability to give a unit +3 to all stats when danced for. This allows Olivia to excel past other dances with this ability. Even NY Azura who is landlocked. It pairs powerful with blade tomes as well so she's a clear choice for their partners. Dance of course is the name of her game giving her the ability to be a great support unit. As for the rest of her kit, Guidance allows her to instantly abuse mixed team tactics by allowing them to warp near her, and then have her dance for them. Her A slot is Bracing stance, which is amazing to be frank. +4 to both defences enemy phase is decent, and while fury maybe a better option, this is a solid budget choice and amazing for those who hate furys recoil damage.Finally Chill speed is okay but it has no place on a dancer and will probably be replaced. If anything at least it's the best of the chill skills.
If you need a special for her, moonbow or Luna are your best options.

+Solid speed and decent bulk mean she can live green hits +Flying dancer means she can work in numerous team types and support everyone bar Horses effectively +Only perma-summonable red flier -You have to go through red hell, and even then her standard form is easily obtainable and mergeable. -Weak to arrows -Low BST can make her unviable in upper arena
Partners
Fliers are the clear pick specifically mage fliers weilding blade tomes make for a devasting duo, able to rack up an easy +12 damage thanks to Olivias weapon. Mixed teams also excel, with raven tomes being ideal choices to help defeat bow units which might plague Olivia otherwise. Finally, a solid green unit to check blue units is advised as Olivia wants to avoid combat anyway, but incase you need too a unit like Hector is solid.

This is the only set I'm giving because there isin't much else too it. Olivia is born to dance, and dance she shall, ideally its the B slot you need to sort first. Wings of mercy allows you to warp next to injured allies, or desperation sweeper and thus allow them to move again. Escape route works well if using fury however, though involves some combat. Flier formation is for flier teams only and even then you have to ask yourself if it's worth over the other two skills. Guidance is a must stay or you can use flier guidance, meanwhile if using her with horses a drive skill will probably be preffered. Finally you can keep her default A skill but fury offers the extra speed she wants to avoid doubles while Triangle adept allows her to ask as a green armour counter for the team.
