Tiana is extremely important to the Mills trio. Ella considers Tiana her sister and Lucy calls her Aunt Tiana. Henry would jokingly call her Tiana Mills. Ella did as well and it became an inside joke. Eventually the name just stuck and now Tiana goes by Tiana Mills.

I think that giving Tiana the last name Mills would be the honorary thing to do. She such a big part in the lives of the Mills family. She's Ella's and Henry's best friend and she's Tiana's best friend. She's been with them practically sense the beginning. She's more than just a friend, she's a member of the family. Tiana is a Mills.
