Okay so this is Gadadhar from Gaudiya Vaishnavism, and he's basically Radha's incarnate. Some even call him an incarnate of Lakshmi, and he's one of the eternal companions of Krishna.

Some also say that Radha sent him to Krishna for him to truly understand her mood when she's around the peacock boy.

Meanwhile others say that Radha was annoyed about how when she showed any signs of intimacy with Krishna in the public they'd get side eyes and what not, while when a gopa does the same with Krishna it's considered normal.
