How much does it normally cost to get appointed a grandson's legal guardian and how long does it take to have it finalized?

What you are looking into is called a third party custody action. It can be done by agreement, and could be written and entered in very short order. If there is a dispute, it could take (realistically) a year or so to get it in front of a court for trial. Your best bet is to locate and interview family law attorneys until you find one you like and you trust. There are plenty of skilled family law practicioners in Washington. You will want one who practices in the Court where the action will be heard. That will turn on where the child is living.

I met a woman this week who may be the leader of our nation’s next big civil rights movement. Barely 5 feet tall in a regal red jacket, Jenny Hatch commanded the room at American University’s School of Law when she asked: “How do we make sure a person’s rights are not taken away, like mine were?” Jenny, as the 29-year-old likes to be called, is a high-functioning woman with Down syndrome who won a landmark legal battle against her placement in a Newport News group home this year. Now she is the symbol of a campaign by advocates, lawyers and others who want to give people with disabilities more control over their lives. They should be judged on what they can do, rather than what they cannot.

Taking away a person's control of her own life- meaning her bank account- is one of the greatest infringements a democracy can impose, especially when it applies to young people. It is an infringement even if the intent may be perceived as benign and socially valid.
