Headcanon 1: It is Marika's. She does not have a new baby, she just really misses when her "little boy" was tiny and takes her nostalgia trips a bit too far. This is very awkward for the staff, and incredibly embarrassing for Cardi.

Headcanon 2: It's Cardi's. He also does not have a baby. He bought the pram so that people will think he has a stable partner and child outside the Ministry, thereby making him appear more authoritative and put-together. He makes a point to... well, point at it sometimes and tell people, "I have a baby." He then nods at the person he's speaking to. Assertively. As if daring them to question the validity of his non-existent baby.

Spluttering and stammering is to be had if anyone ever asks after the non-existent girlfriend and baby. Sister sometimes asks after them to mess with him. Marika just wishes he really did have a baby and acts disappointed whenever the act comes out.

Headcanon 3: Sister convinced Cardi or Marika to put it there as a joke so she can watch people trying to figure out who has a baby, and where the hell said baby is.

Headcanon 4: It was Cardi's pram once upon a time, and Cardi had it placed there just in case V turns up out of nowhere one day. He intends to point at the pram and tell V, "I had a pram as a baby. Did you?" With the implication being that he thinks V looks like an unloved former urchin and therefore Cardi is superior to him, because look: he had a pram! His adoptive parents loved him! And V's didn't! Because Cardi is better!

(But then should it actually happen, V goes: "Oh no, I had seven prams: one for each day of the week." And Cardi just stands there seething because the oh-so-witty insult he spent weeks thinking up just got turned right back at him.)

((Though it's probably not actually Cardi's old pram; it looks too new. The rest, though...))

Headcanon 5: Marika did a Sister and legit forgot Cardi is a middle-aged fully adult man. She brought it home to put Cardi in, then came to her senses at the doors to his office and kind of just... put it to the side and pretended she had no idea how it got there.

...Which could also imply that Marika has whatever Sister had, and she's going to die during this era.💀
