Here he is, to show no need in pants
the inside of some dunmer houses have visible endoskeletons
Baladas Demnevanni: "I was here before Gnisis, before the Empire of men. I will be here after Gnisis is gone and after this short-lived Empire has crumbled. The people of Gnisis live only because I tolerate them. Why should I pay tribute?"
Nerevarine: "Everyone pays taxes."
Baladas Demnevanni: "Leave. Now."
--The Nerevarine asking Baladas why he imprisoned the local tax collector. Regardless of how you choose to handle this situation, there is no way to actually convince him to pay his taxes.

Gnisis
A lot smaller than during the Nerevarine’s time. There’s a tower where Fort Darius will one day stand as there’s no real Imperial presence in Vvardenfell yet (Tiber Septim won’t even be born for another ~250 years). There’s also a bridge across the River Samsi to the south, evidently destroyed at some point before the events of Morrowind.
Time for new travels.
