Goku and Vegeta will fuse, but they clearly dislike it and do so only in most dire emergency; In Case Of Apocalypse, Break Glass. Trunks and Goten, on the other hand, not only do it much more often, they'll do it simply for fun. When you're that eager to merge your bodies and minds, that says a lot about your feelings for each other.
I’ve always felt that because of how eager Goten and Trunks are to fuse and how in sync they are anyway, fusion is a more intimate process for them in general. They enjoy being together and being apart of one another. They would prefer to fuse and fight together rather than fight separately on they’re own. No one understands they’re fusions like Goten and Trunks understand theirs. Because they already know each other so well.They truly love just being with each other.
