Toni Branum describing her local municipality as a "hard R district" which I assume she thinks means "firmly republican" is undoubtedly symptomatic of people misusing "the hard r" to dilute its meaning. I have also seen people say they think it means "retard" which it absolutely does not.

"The hard R" for anyone who is caucasian like myself or otherwise nonBlack and does not already know refers to "the n-word" or "n-words" really, because "the hard r" itself serves to make the distinction between the n-word ending in 'ga' which implies comraderie, and the n-word ending in "the hard r" or 'er' which is unequivocally and irrefutably a slur used in a pejorative way. This is a matter of separating reclamation of the term from continued use of the term for abuse.

I can't believe this needs to be said, but apparently, it does. Go forth and be critical of anti-Black racism everywhere you see it, and always be down to learn new information in the process.
