Steve had been gone for longer than he had first anticipated. He hadn't expected to be absent for months at a time but sometimes the country needed his full attention. Abby wasn't someone he wanted to put in harms way and with this last mission? Seeing her would have only put her in the middle.
Hopefully she, and the Avengers he'd vowed to participate with, would understand.
