is that, realistically, you can give yourself the idea that, given the context from sotr, at some point in his time as a mentor, haymitch started acting on the side of the rebellion again, helped someone a little too much, let something slip that he shouldn't have and snow, seeing this, and knowing he had already taken everything from haymitch, thought "what's a mining accident for an old friend" and made sure burdock was on the shift when things exploded.

and while not incredibly likely, given who snow is, that's not entirely impossible.
