Apparently they see Solstheim as a preferable staging ground, so if I were you I would get in contact with the King of Morrowind in Blacklight. Regrettably not one of my contacts, is it still Helseth Hlaalu? Perhaps I could use the Nerevarine to get in contact with- never mind i appear to be rambling in a letter.
As I’m sure you could’ve surmised, the Thalmor are using the civil war to drain the resources and the man power of Skyrim and the Empire. They are waiting for the perfect moment to strike. They also seemingly refer to a “Stormcloak Dossier” one I was unable to locate, I would assume that it is in Skyrim as it would be most relevant to the Thalmor there. They referred to Stormcloak as an asset, that much I can say, but it is unclear to me if he is a willing one. You have far more personal knowledge of him than I.
Regarding the safety of these messages, I would say they are enchanted and only you should be able to read them, well until they come into your hand.
