Villain Waterboy named Elixir(a magical or medicinal potion [His water can heal right, but too much is always bad]) who's a Honeypot(honeypot a person who uses charm, seduction, or a romantic relationship to entice a target into compromising situations, such as revealing secrets, extortion, or blackmail)
He seduces his victims and waterboards them
He got into this kind of job cause of his grandma, and cause it's hard to get any good paying jobs when you're constantly wet, except maybe prostitution(idk man I don't have enough brain power to work this logistics it's 1am)
So he turns to villainy
Maybe like invisigal he joined Shroud and he became one of his close henchmen, like when Shroud wants someone silent he sends Elixir to kill the guy
Or
Elixir is freelance and he gets hired by other villains to kill for them
If Mark had to play nice and try to win Thragg over, he'd choose the route with the least amount of lives lost. Considering he can barely move around, being a honeypot seemed like the best answer.
