If we are discussing influence over a house, such as how your approach is towards 2nd house, for example if you have Virgo and a bit of Libra over the 2nd house, you approach your values in Libra and Virgo like way. So for influence you have to look at all signs over the 2nd house, if it's more then one, not just Virgo, but also Libra you take both into account.
But if we are talking about house ruler, then you just have to look at the sign that is at the start of the house. So even if you have Virgo and Libra over the 2nd house, because your 2nd house starts at Virgo it makes Virgo your house ruler, not Libra.
The ruler of your first house is your rising sign. To see which house your 1st house ruler is in, you look at which house the planet associated with your rising sign is in.
Ex.: Taurus Rising (Taurus is the 1st house ruler), Venus rules Taurus, your Venus is in the 3rd house: your 1st house ruler is in your 3rd house

Your first profection year begins as soon as your born beginning with the 1st house and your ascendant sign and its ruler. *astro-seek is easiest to use as it provides both houses and their rulers. By the time you turn 12 your profection will be back in its first house. From my understanding the house and its ruler are the only important parts of the chart. Here is my chart for reference:
As you can see all the houses and their chart rulers are listed together to avoid confusion. Remember, your chart will most likely look different from mine if your not a Scorpio rising.
Using my chart we can see that this year for me (16) is a Jupiter/5th house year. This year I have experienced a lot of luck in regards to my social life. I have made many new friends, have had crazy and weird experiences with them, and I've gone to many social events. Another example would be when I was 13, which was my 2nd house/Jupiter year. During this year I lost all desire and care for anything material. The foundation of who I though I was completely crumbled under me. This chart on its own cannot indicate as to whether or not you’ll have a good year. Its important to compare this chart to your solar return to see what the year has in store for you. Thankfully for 14 and 15 I had two Saturn years which both helped me restore my personal foundation and helped me overcome my social anxiety and find a place I can truly call home.
Next month I am turning 17 so my chart will focus on the 6th house as well as mars. Based on my solar return chart it seems that for me this year I will have a lot of emotional involvement based around the 6th house (my moon is the 6th house of my SR) themes and mars themes will be present in my home/family life (Mars is in the 4th house in my SR). There can also be a lot of confusing and unconventional events in regards to my family/home as Uranus is also located in the 4th house SR.
