I like to imagine all the brass at McCarran think Captain Curtis is a complete weirdo and exclude him from their poker nights.
Curtis is well aware of this and complains to the frumentarii about it without realising they're also glad he's excluded from the frumentarii's version of poker nights too.
When he reported his suspicions of how Hsu and Moore may be fooling around with each other, and how this could be used as blackmail against them, the frumentarii just assumed he was making shit up because of his own lack of experience in relationships.
Legion are happy asf to have this utter dweeb off of their hands. He was probably pushed into lockers and given swirlies. Curtis probably heard a loud cheer once he left the fort to go join the NCR.
I do say all this with a gentle fondness for Curtis. I don't hate him but I'd totally make him do my homework
