I saw these on the streets by a temple in Huai'an. There were fish and turtles in bins along the street. And they're meant for good luck (so I'm told). Supposedly it is good luck to buy one (a fish, a turtle, etc.) and release it back on to the wild. Which I don't know if that is lucky or unlucky for the animal...
