Team Plasma really liked to blast buildings. In the unaired Team Rocket vs Team Plasma episodes they crashed Giovanni's party.

Then in one of the openings from Adventures in Unova and Beyond, they are also blasting a building (most likely it was a reworked scene from the unaired episodes but regardless).

Then when they provoked Haxorus rampage in the city, it started using Hyper Beam to blast some of the buildings.

Finally, in pokemon generations they sent their Liepards to blast the city. I think it is something the writers wanted to emphasize about Team Plasma, since it keeps showing up across all of their media appearances.
