I couldn't find a name or any other information about the little dish that pops out beside R4. Oddly the Cross-Sections books totally omit it being on the ship entirely. The novelization only shows this scene from Yoda and Mace Windu's POV so nothing about the dish.
The only source I could find even mentioning it, is the Star Wars Chronicles: The Prequels book by Steve Sansweet and Pablo Hidalgo, which described it as a "dish-like transmitter". Maybe it was a late addition to the film, after the cross-sections art had been completed.
