First with Uli:
He's left-handed, and likely has something close to dysgraphia (he writes very messily, has difficulty putting his thoughts into written words, struggles with spelling, has a tense grip on his quill etc.)
He's smooth and cold like a snek. Pale cave creature.
He's intersex.
He's very tall, thin and long-limbed, and looks very fragile but is uncannily strong - thanks to blood magic maybe?
He's 60-ish.
He started using blood magic very early in his life and has incorporated it in his everyday life. He uses it mundanely to boil water and light candles.
He always has food on himself or near at hand. His pockets are full of biscuits. Blood magic makes you hungry.
He has a non-contagious form of tuberculosis, and delicately coughs up lung tissue on a daily basis.
Now for Jowan:
He's well past 20, making him the oldest among Apprentices. It discourages him every time someone points it out.
He knows about his reputation (useless, weak, naive) and takes advantage of it.
He's a raging slut. Don't trust that uwu innocent face.
He and Anders had a bodycount competition for a while.
He tried to care about not being good enough, but he just can't afford to dedicate so much energy to something so stupid.

Jowan was scared of him for perhaps two weeks in his private tutoring. Then he understood he just had a bewildering crush.

Jowan can be many things! Blood bag, carving canvas, demon bait, stress relief toy (to hit), comfort toy (to hug), etc
Uldred can't keep his hands off Jowan. Even in public he will always touch his shoulder, fix his collar, hold his waist, etc
Jowan bragged to Anders about having "caught" Uldred. Anders had to take a moment to process the information.
When they sleep together, neither of them has nightmares.
