i don’t really know everything in the world about the rankings after the end of the series, but i think it would be so full circle for shoto to reach a peak of #2 hero at some point in his career. i think it wouldn’t happen immediately since the class are still so new to the field by the time the manga ends but i think it would be so meaningful for shoto to reach the rank of #2 and just. be okay with it.
because shoto was raised as a weapon. he was created for the sole purpose of beating all might and becoming the new #1 hero. he was abused and his family was abused and he saw the hatred that the hero rankings brought into his family. he was a firsthand witness to his father’s rage in trying to move from #2 to #1.
because endeavor was #2 hero for sooo long! and it was drilled into shoto since he was a child that he needed to work hard and grow up to be the #1 hero. he’s had this idea beaten into him since he was 5 years old, when his shiny new quirk had just come in. his sole goal for the longest time was to become the #1 hero without using his fire, and this goal was fueled out of hatred, not dedication. so when he finally got comfortable with his fire, this idea of being the perfect #1 hero was pushed more by his father
because now he was the son of the #1 hero. and those are big shoes to fill, especially when you’re as strong and powerful as shoto is.
his whole life had essentially been based around hero rankings and numbers. so when he grows up and becomes an extremely powerful and kind pro-hero in his own right, it is easy to assume his sole goal is to climb the ranks and become #1, just like dear old dad. but this assumption would be wrong.
because shoto is not his father. and though it was endeavor’s goal for him to become #1, shoto’s goal ended up being simply to become a helpful, kind, strong pro hero and save as many people as he can. and i think that it would be so profound if shoto reached a peak of #2 in the rankings and he was happy with this ranking. because #2 hero is so extremely impressive to achieve as a hero, and shoto can recognize that because he is not blinded by hatred like endeavor was. he is happy for himself, and he is happy for everybody else in the rankings too.
because at the end of the day, although he was created to be #1, he was never truly meant to be. his whole life was dictated by numbers and hero rankings, and i think it would be the perfect full circle moment for his character to not care about rankings so much as the people he saves and the lives he impacts.
