since I’m a sucker for kakashi, my idea is that Kakashi, since losing the Sharingan during the 4th war, loses his memories and his personality and is unable to function, so Tsunade continues to be Hokage while Naruto and Sakura visit him frequently, Sasuke sending letters too.
I’m not sure how they’d find out but in a few months they realise that there’s lingering chakra in his body and
it’s Obito’s chakra lingering in his system and Kakashi holding tight on it, not being a well functioning member of society and being incredibly attached to Obito
Obito calls him an idiot the whole time but doesn’t exactly force him out.

“You’re being sentimental Bakakashi. You have people missing you.” Obito chided, his younger, scar-less face facing the masked Shinobi. He looked young. Like the Obito Kakashi knew from before it all happened.
The corner of his lips quirked upwards, though his eyes were questioning, Kakashi laid his face on his hand as he turned towards the Uchiha. “Really?”
Obito raised his eyebrow, “You’re really asking that? Be realistic, stupid. I thought by seeing me being an evil person would finally drive you away from me.”
“Who’s the stupid one?” Kakashi snorted, “Sasuke was an enemy all his life and and Naruto still wanted to bring him back.”
Obito rolled his eyes, “ And that’s exactly my point, if Naruto and Sakura wanted Sasuke back despite being an asshole their entire childhood, what makes you think your students want you stuck here?”
“They’ve grown up,” Kakashi dismissed Obito’s words, “They don’t need me. Well, maybe Tsunade—sama does, she’s always been wanting to own off the hat to me. What makes you think I’m not running away because of that?”
“We’re in your head.” Obito scowled.
