the zambian development series: the housing crisis
the scale: 60-70% of lusaka's population lives in informal settlements — permanent, intergenerational, largely self-built communities known as compounds. informal settlement is the dominant housing reality in kitwe, ndola, solwezi, and every fast-growing zambian city.
what informal settlements are — and are not: not temporary encampments of the newly arrived. permanent communities with established social hierarchies, functional markets, places of worship, schools, health centres, small businesses, and community organisations. kanyama, george, matero, ng'ombe, bauleni, chibolya: not failing communities — functioning communities doing with extraordinary ingenuity what the formal housing system has failed to do. the challenge is not to eliminate them but to upgrade them.
the land titling gap: the majority of informal settlement residents do not have formal title to the land on which their homes are built. without formal title, a household cannot use its home as collateral for a loan to improve or expand it. formal land title transforms a household's relationship to its home from a consumption item to an investment asset. extending formal land title to informal settlement residents is the single most impactful policy change available.
the lusaka decongestion programme: road construction and upgrading in compounds, water and sanitation infrastructure extensions, and regularisation of residential plots providing a pathway toward formal land title. progress real but slower than the scale of the problem demands.
the private sector's role: the specific investment most needed — the affordable mid-market housing product: formal, titled, utility-connected housing accessible at a price point below commercial developer targets but above informal settlement zero-cost self-build.
zambia must build. the demographic dividend's 17-year-old median means another generation of rural-to-urban migration and housing demand is coming. building the housing those new households will need is one of the most consequential investments zambia can make in the decade ahead.
