So we have a photo from the funeral where Harry and Louis are both in it. This proves that there's no ban on pap or news photos of them together. They've never been photographed together after the band ended because they are not friends and not a couple.

So it looks like there's no ban on photos of Harry and Louis together. If there was, that photo from the funeral showing them in the same frame would have never been released.

There's a difference between being pictured in a private and public setting. This was a very public event where paps were invited to take pictures. There are thousands of pics of H and L together in public settings and at events through the years.

There's a difference between H and L being caught by a pap walking next to each other on a side walk in a London suburb, than taking a pic of H and L in the same frame at a pap-invited celebrity-filled funeral. H and L caught alone in a private setting is suggestive. H and L at a public event with the other bandmates is not. Also, i doubt the pap even knew he'd gotten a larry shot, because Louis isn't recognisable in the pic to other than hardcore fans.

So it proves nothing, because there's never been a ban on larry pics taken in public settings and in a controlled environment.
