When you think about it, it’s honestly amazing how Oz hasn’t given up after all this time. If he wasn’t such a good person, he could simply quit fighting Salem and let Humanity deal with it themselves. After all, the outcome is the same for him no matter what happens. Either he unites Humanity and his curse is lifted, or Salem uses the Relics, the Gods destroy Remnant, and he dies.
Other possible options:
He unites humanity, the Gods still aren’t pleased, his curse remains for another round of ‘Can you complete this impossible task?’
He unites humanity, the Gods still aren’t pleased, the world is destroyed and yeah, he gets to die, but he never wanted to take the world along with him
The Gods randomly show up again, unexpectedly, because they clearly do whatever they want
Someone uses the Relics and the Gods don’t show up because they’ve decided to wash their hands of this world and may not keep their promise to come back
The Gods keep their exact promise of ruling Remnant again... and does anyone want that?
The Gods are recalled and decide to do something horrible - presented as “good” - like maintain Ozpin’s curse because clearly he’s doing a great job running this world. Just keep doing your thing for all eternity!
One God decides to fix things but the other disagrees and the world is cast into more horrors due to their bickering, just like how this all started
Basically, hitting on a solution that includes “The world is no longer in turmoil” and “Salem is no longer a threat” and “I’m no longer cursed to reincarnate into unwilling, like minded souls” and “The Gods don’t destroy us” and “The Gods don’t stick around to remain a threat just as bad if not worse than Salem” is ASTRONOMICALLY small. I mean yeah, it’s fiction so we expect the happy/bittersweet ending, but in-world Ozpin has so little hope to spur him on. Even less after his school falls apart and he’s betrayed by multiple team’s worth of people. He keeps going because he is a good person and any tiny, beneficial change he can enact in the world is worth it... even if perfection is out of his reach.
