I'm old enough to remember when Elder Memes were called "Internet Phenomena". Truth is, most memes these days pale in comparison to the impact of those which came before it. In other words, most modern memes aren't very Phenomenal.
That's not to say some can't still be funny or popular, or that some of the Elder Memes/True Internet Phenomena weren't as good as we remember, but remember the context: it was a new and novel experience for many Internet users at the time.* The only thing I think even compares (at least, off the top of my head) is when some people get excited for, say, Pac-Man or Centipede despite those games being pretty basic compared to what we have now. (I'm sure some of those people still exist, shh)
*I say that, but it's not like absurdity and non-sequitur are foreign concepts, either.
I'm not saying nostalgia isn't a factor, but impact is the bigger one between the two, I think. I'd even go so far as to say YouTube Poop constitutes an "Internet Phenomenon" despite happening later in the game, because the idea is still the same: an amusing form of communication.
That said, I'm pretty sure "All Your Base" has more meaning than "The Hampster Dance". Unless... Nah... Maybe? Could it be...? All Your Hampster Are Belong to Dance???!!!

The "hatch effect" as I like to call it, happens when you interact with some extremely popular content online: Manosphere, Vtubers, FIRE, popular podcasts, etc.
Like the water outside a submarine's hatch, these contents exert great pressure outside a user's feed. Once you interact with these contents, the algorithm keeps on recommending them because they're extremely popular. Like a watch opening, they rush in, or maybe they continue to leak and shutting them off is very difficult bue to the sheer amount there is.
