Mimar Ahmet Alataş''ın yaklaşık 1.000 m2 büyüklüğündeki yapı için hazırladığı proje mevcut mimari dokuya saygılı, altyapıyı, çevre şartlarını iklimi ve güneş hareketlerini, bölgenin gelişen yeni sosyo-ekonomik yapısını dikkate alarak mimarinin bilinen problemlerine günümüzün teknolojik imkanlarını kullanarak yeni yanıtlar arama çabasını sürdüren bir tasarım anlayışına sahip. MEDICAID IMPROPER PAYMENTS IN 2019
Improper payments in the Medicaid program are payments full or partial claims payments paid in error or payments made to the incorrect party. Improper payments have been a significant problem for Medicaid in recent years and have cost the program’s valuable resources. Across all government programs, improper payments have been determined to total approximately $1.7 trillion between 2003 and 2019. In March of this year, the Government Accountability Office (GAO) published its latest report, GAO-20-344, which estimated improper payments in federal agencies for FY 2019. The report specifies that federal agencies estimated improper payments totaled a shocking $175 billion in 2019. The majority of the improper payments came from three programs: Medicaid, Medicare, and the Earned Income Tax Credit (EITC). Medicaid had a 14.9% improper payment rate, up nearly 5.1% from 2018 and represented 32.8% or $57.4 billion of the $175 billion in government improper payments. Unfortunately, comprehending these payments and their impact continues to be a difficulty due to incomplete, unreliable, and understated estimates from government agencies. Furthermore, agencies are not complying with reporting and additional requirements from the Improper Payments Elimination and Recovery Act of 2010 (IPERA). For example, eight out of fourteen agencies failed to publish and meet targets for reducing improper payments in 2019.
From 2018 to 2019, Medicaid's improper payment rate increased by 5.1%.
According to the Department of Health and Human Services (HHS), the five-point increase in payments made in error was due in part to the department's reintegration of the Payment Error Rate Measurement (PERM). In the previous four years, HHS did not estimate improper payments related to eligibility and they also used a proxy estimate that was last reported in 2014. Additionally, HHS was only able to estimate eligibility determination related improper payments for 17 states since the majority have not been measured since PERM was reintegrated. In the HHS FY 2019 agency financial report, the department cited that many of Medicaid's improper payments stemmed from states not complying with provider screening and enrollment requirements. Moreover, eligibility errors identified by PERM were a result of insufficient documentation to confirm eligibility or noncompliance with the requirements for redetermining eligibility.
Improper payments are pulling valuable resources away from the Medicaid program and other government programs. These payments are reported as a monetary loss and they could have possibly been prevented or recovered. While reporting improper payments is useful in understanding how prevalent they are, it does nothing to reduce them. This must be addressed, especially in a time where unemployment has skyrocketed due to the Coronavirus pandemic. Millions of Americans are turning to the Medicaid program and every single dollar counts.

MacBeth Verdi men
Is it just me, or are the male protagonists in Verdi’s opera Macbeth somewhat castrated beyond the witches efforts to castrate them?...
I believe Verdi somehow portrays their paces and expressions as lame, caricatural and over-pompous...
Their musical paths (more often than never) seem doomed to a negative denouement, or to self-destruction.
I have written a small essay on feminism in the same opera, as championed by the witches characters.
I am tempted however to note that the men are portrayed as lazy thinkers, beneficiaries of a hugely superficial leadership inheritance.
It is the social character of male domination in most modern societies, and I am persuaded that the composer wished to portray this inequity.
Take for instance the ‘Giorno non vidi mai...” entrance (Act 1), and Banquo/ MacBeth’s prancing royalty steps. Those are heavy with superficiality, which soon turns out to be foolishness upon meeting the witches. This self-confidence crumbles, and the aria in MacBeth trembling with fear.
The men’s abundant energy often seem to result in self-destruction, or the destruction of others.
Hence, is it because of the witches’ influence and inspirations?... Or is it somewhat linked to the very essence of masculinity, as perceived in society?...
I believe that Verdi, my precious Verdi, is trying to demonstrate the latter. Now what does that say about his personality?...
Apart from the fact that, as a true visionary, he will envisage every character’s mindset, every protagonist’s history... Stephen King, after all, elaborates the emotional background and life story of a dog, in Cujo. Kathy Bates retraces every murderous persona’s sensitivity, humanity, and vulnerability. Why wouldn't Verdi research the feelings and experiences of a female?... A great mind will use his or her curiosity to analyse and create, in that uniquely brilliant manner.

Just examining what I love and admire most about a mind such as Giuseppe Verdi’s: the ability to do somersaults, without ever falling short of excellence. Ever.
