Is the Iron Fleet a standing force? It seems like it is with the way that's its talked about as separate to the larger Ironborn/Greyjoy bannermen, but if so, how does Balon afford to keep a hundred ships and crews permanently at readiness?
Yes, the Iron Fleet is a standing fleet.
As to how Balon affords it, he basically plowed all the money he inherited from Quellon into building it. Also, keep in mind, the Iron Fleet's only been in existence for limited periods of time - it got built over five years, was in operation for one, and then got destroyed at Fair Isle. Then it had to be rebuilt again, and is probably going to be destroyed again at Meereen. This tends to keep operating costs down.

Poseidon, God of the Sea, Storms, Earthquakes and Horses, always second to his brother. You see were I'm going with this.... Victarion is captain of the Iron Fleet, he's almost unbeatable at sea... that comes pretty close to being the god of the sea. And of course he's ever so changeable, easily angered and quick to loose his temper. He envys yet also fears his brother and tries to plot against him ( Of course this is no trait of poseidon, yet it's part of the myth and it adds up nicely )

GoT: the Golden Company
Did some math. I count the blocks of Golden Company to be 6 soldiers thick and 26 soldiers wide. We don't see all of them, but assuming the walls near the gate are symmetrical, there should be 1560 infantry and 1 horseman outside the gate. We don't see any more of the Golden Company, so if I were feeling generous I'd assume any of the following to be true to some extent: 1) the rest of the Golden Company is out in the other Kingdoms, raping stealing and murdering while pretending to work for Daenarys, in order to drive people into King's Landing.2) loads of them are deserting their posts.3) they were loaded up in the Iron Fleet, as a sort of mobile reserve that could strike at supply lines in case of a siege, or open up a second front in case of an attack.
