The "NO Metas in Gotham" rule was made by Bruce only because the Justice League and other meta heros tend to get into is buisness
and in Gotham they would make more mess than help, so to keep them away from his rogues, that he's sure they would traumatize and use the JL for their own evil plans, so Batman ended up getting the bad reputation of hating metas.
after a while the older members of the JL understood what the rule actually meant, but the younger ones (with the exception of his kids close friends who went to the manor and mt him directly) still thinks this is the case
this ensure some akwards moments between the younger meta heroes when they want or need to talk to Batman out of combact
On the Watchtower after a meeting with some of the newer recruits
Random new recruit that we'll call Flash Nova: uhm, Batman sir, umh... can I please ask you something?
Batman: Yes Flash Nova, what it is?
Flash Nova (FN): Well... I know youhave your no metas in Gotham... but there is this rouge of mine that is planning something and...

Batman: ugh, let's be clear, the only reason the no meta in Gotham rule exists it's only because you're not cleared for it, especially if you have powers. J’onn’s expression is even more stern than usual. “Superman, we need you on this mission.”
A myriad of emotions cross Clark’s face before he shakes his head. “I can’t. I’m sorry, but I can’t.”
“This isn’t a matter of small importance, Clark,” Diana says. “This is a matter of planetary safety and a threat we have not yet been able to measure.” Her gaze is stern. “Do you not come to the aid of the earth when you are needed?”
Clark quibbles. “I... I guess...”
Throwing a dramatic hand in front of Clark, Lex glares Diana down. “Absolutely not.”
“Is this another one of your problems with Superman, Luthor?” Bruce asks. “There’s no time--”
“My problem,” Lex starts, furious, “is that Clark is in no condition to be fighting. Especially against a force powerful enough to do harm to a Kryptonian.”
“And they,” Diana gestures to the pictures of League members on the computer screen, “are practically incapable of so much as weakening this monstrosity without his help.”
“You have me,” Lex argues. “I created this suit to be stronger than any Kryptonian. Now is the time for me to prove, once again,” he adds, with a raised eyebrow, “that man’s intellect is far superior to foreign happenstance.” He does not move from his position between Superman and other members of the League, nor does Clark try to move around him.
“Superman?” Diana asks, confused, when Clark says nothing.
Clark looks to Lex, and his concern is evident. “I don’t want him out there anymore than you do, Diana,” Clark’s voice has a softness that betrays his outward intentions, “but he is capable and he would be a valuable member of the team since I am...unable to go.”
“This discussion is over,” Lex announces. “I will go in Superman’s place.” He glances around. “Or is this no longer of immediate concern?”
“J’onn, Diana, meet me in the hangar,” Bruce orders. “I’ll alert Arthur and Vic to meet us.”
With hesitation, the two go and Bruce is left staring at Clark and Lex.
“Now,” he says, “What’s really going on?”
Clark shakes his head. “Bruce...”
Lex lets out a dry chuckle. “He’s going to find out, anyway,” he muses, almost to himself.
“I can’t go,” Clark tells Batman. “I don’t want Lex to go either, but he’d never stand for it if something happened to me and to--” He huffs. “To the baby.”
For a second, shock registers on Bruce’s face before he schools his features once more. “I see,” he says. He looks between the two of them and the connections he is making are evident in the tilt of his mouth.
Lex simply nods to Bruce, but gives Clark a hint of a smile. “I’ll make it out,” he assures. “Even if I have to struggle past all of their corpses.”
The concern is bitten back and Clark nods, too.
Bruce clears his throat. “Congratulations,” he says, then turns. “Luthor, let’s move out.”
Clark moves in swiftly to press a kiss to the corner of Lex’s mouth. “Make it back,” he murmurs.

Going along with ultimatedragongayer's journalist idea, John could also be the subject of an article that Sherlock is shooting for. The article could be about veterans, doctors, veteran doctors maybe? And adjusting to "boring civilian life."

It’s the opposite of what John and Mary’s was- no traditions, no fancy decorations, not that much people. Sherlock insists on the arrangements, yes, but they’re simple. Simple as the hand-written invitations they give to those who would come anyway, with or without.
For starters, Harry shows, all pride and hugs to her ‘johnny boy’, and a few jokes about staying sober. Daddy and Mummy Holmes are most certainly there- ‘we never wanted grandchildren anyway’- and John chuckles as they recount some of the embarrassing stories about his fiance. Mycroft stands beside Sherlock, for once not a single quip throughout the entire ceremony. He looks at his little brother, at that glow of happiness, and knows he won’t need to worry as much as he used to.
Janine came, to everyone’s surprise, even John’s. “This is the right case, you know,” She tells Sherlock, when he approaches her. “For dancing.” Sherlock rolls his eyes, more amused than not. “Inviting you was a horrible mistake.” “So was using me to make him jealous.” She nods in John’s direction.
Mrs. Hudson sits front row, of course, dabbing away at her eyes before anything even starts. “Oh, boys, you don’t know how happy am I to see-” Angelo’s invited, with more jokes about candles. Sherlock narrows his eyes when Anderson, Sgt. Donovan and what looks like half the Scotland Yard arrive, lead by a half-apologetic, half-pleased Lestrade. “They...wanted to come.” It’s a bit awkward as Philip and Sally wish them a happy marriage, but more sincere than not.
In a tiny pile of cards on an equally small reception table, there’s one pure white, a slanty To the happy couple that looks as if it was written in red, red lipstick. Neither of the boys know how did she of all people knew- John can’t believe that you never told me she’s alive? But nothing seems impossible when you’re bloody engaged to Sherlock Holmes.
And of course Molly and Greg are bridesmaid and best man- who else? They stand there, exchanging looks that speak a thousand words. He deserves it, Greg mouths. They both do, Molly smiles through her tears. She made peace with that thumping, schoolgirl-crush heart long ago.
There are no fancy procedures, no 'funny stories’, and luckily no murders. John made Sherlock promise to please, please just lower the snark a notch on our wedding, are you serious, but can’t help snorting out loud when Sherlock mutters ‘been there, done that, still together’ at ‘til death to us part’.
“The grooms may kiss.”
There’s something about the word married that the boys can’t quite wrap their heads around, but they have the rest of their lives to figure out, anyway. John pulls Sherlock in for a soft lips-to-lips, not the hungry ones that possess them sometimes at night, not the passionate ones shared with words and loud declarations of love, not the morning lazy ones that are accompanied by a ‘you stink!’, not like anything. This is a marriage kiss.
“For those who have heard my speech, a few years ago- a disaster, that one, by the way, so I rather you really don’t remember it-
I said to John, as I was his best friend, I could not congratulate him on his choice of companion.
Today he chooses to marry me-” Sherlock’s voice catches a little.
“Shut up,” John whispers, eyes filled with tears. “I didn’t choose you, you absolute bastard-”
“-and I still cannot do that. I don’t ever think I can. Nobody deserves John Watson, but as I am fortunate enough to spend the rest of my life with him, I shall do my best to come close.”
“Stay out of my business, Mycroft.” Sherlock growled at his brother, drawing himself up to his full height, despite his lack of a coat.
“As I recall, this is hardly your business in the first place, brother dear.” Mycroft responded haughtily, not backing down.
Eye rolling. “Then stay out of my flat.”
“Manners, Sherlock.” Twiddling the handle of his umbrella, Mycroft tipped his lips upwards. “You know how Mummy hates that attitude.”
More eye rolling, this time accompanied by an indignant ‘hmph’. “If we’re going to talk about manners I should remind you how rude it is to visit without notice. The client came to me and it is my case now.”
“And I have graciously offered to help. There is information, Sherlock, information you will need to solve this, and I have it. Let. Me. Handle it.”
The two continued bickering in a very Holmesian fashion, and John turned to Lestrade, who was looking at them with the same exasperation, hands on his waist.
“How on earth did we get ourselves into this?” The former shook his head.
“Don’t ask me, you’ve been at it longer.” Greg grimaced.
“Yeah, well, we need to get them working right away. The murderer’s out there, for god’s sake. We-” John stopped mid-sentence, then grinned. “Oh, I know. I know. Work with me, inspector.”
“Know wh-” Lestrade was cut off by John grabbing his collar down and pressed his lips onto the other man’s. Understanding at once, he placed his hands on either side of John’s face in response. This is insane this is insane this is insane was running through both minds repeatedly, but nevertheless they managed to keep at it for at least a few seconds.
The two pulled apart and turned to the brothers, whose arguing had ceased completely. Two geniuses, but you could see their minds were nothing but a blank at the moment. John could feel the blood rushing to his cheeks at the daring move, but resolved to look right back at Sherlock, who was staring at him with a slightly parted mouth, his expression nothing but absolute disbelief. Mycroft was visibly uncomfortable with the situation, pursing his lips.
“What the hell was that for?” Sherlock finally asked.
“Well, that was effective.” John repressed a laugh.
Mycroft drew in a long breath. “The only time I’m agreeing with my brother during my time here. What the hell was that for?”
“Because you two need to stop fighting like children.” Lestrade threw in, and both brothers shot him a murderous glance.
“Nothing you haven’t done before, Sherlock.” John added as he headed to the kitchen to make tea.
“What do you mean? What have I done?”
John turned a brief moment. Smirked. “Janine,” He said.
