I think the camp announcer is played by the same actor from operation noselift? Read that somewhere years ago and the voices are close enough!
Apparently there were two different actors to do it, and they both had different roles in the show (so you're right it's the noselift guy but also another guy who played a few different minor/background characters) which is interesting!
He's still obviously meant to be a different character than any of those random guys though and I genuinely love that we never actually see him and can imagine him however we like. He is my Tuttle.

This image is crunchy. If I stepped on the grass, it would crunch beneath my feet.
The air is chilly, just barely unpleasantly so in the shade, but sitting in the sun, the temperature is just about perfect.
It isn't quiet, not with so many people there, but it's by no means loud. Most of the conversations are murmurs, shared memories or hushed daydreams.
In the distance, I can hear some people laughing from one of the boats.
This painting is so peaceful, I never want to leave.
