when I found it originally it was on Pinterest, so it took some hunting to find it again in my files and reverse search it! It didn't feel right just shrugging and telling you I didn't know.
The artist is Julia Lacquement! The image, along with others done by her, were found on a CD-ROM titled "Imagine It! Sci-Fi Premium Graphic Images", released in 1998 by MacMillan Publishing. It had 6 discs and a total of 2.3 GB of content! An archive of the discs can be found here! I was able to find quite a few other images by her, but I wouldn't be surprised if I missed some while browsing the site. Highly suggest hunting through the directories yourself, there's lots of super cool 90's art to be found!
