Hi sorry I haven’t been able to respond before but this was my theory about where the Doctor is from... which is Gallifrey.
Basically, the Doctor is their own Bootstrap Paradox.
Based on the Master’s story the Child was found in a planet with the Boundary, and as we all know about the Boundary- it’s a random transit. They only mentioned it’s a random location of place, but what if the Boundary also access Time?
What if Child!Doctor wasn’t abandoned but lost? What if the Child was playing in the Drylands and then falls into a Boundary just as the moment when Tecteun, a Shobogan from Gallifrey Past, Before the Age of Time Lords, arrives?
Tecteun brings the Child, a Modern Gallifreyan, a child of a Time Lord (and maybe a Human? or Part Human-- if that is one’s inclination) whose Regeneration Limit wasn’t Set yet --since it seems like the regeneration limit was only a thing that was imposed on people-- back to Ancient Gallifrey, the Child dies off the cliff, regenerates the first time. Tecteun witnesses this and starts their slow and steady obsession into unlocking the Child’s Gift.
So full circle -- Bootstrap Paradox.
The Child has Regeneration Powers because they fell into the Boundary -- also whose to say crossing the Boundary enhanced the Child’s regeneration ability-- enabling the ‘discovery’ of Regeneration. Wibbly Wobbly Timey Wimey.
It’s the sort of twisty time travel logic people love in Doctor Who and makes sense too.
