there is a point where oz is heavily involved with the keepers, doing shit he's pretty much ordered to do, just a soldier for a cult of power hungry men. he recruits, he's good at it. he can turn on a smile and light up a room and suddenly he's the pied piper of the village. it's almost too easy.
he never has to do the rest of the dirty work. he's the face, the voice, the flesh, and there's no need for him elsewhere. (eventually he'll give that part a shot and see it backfire, but that's another story.)
so he spends decades with them, he's not sure how long they have a grip on him, but one day he just disappears. he's tired. it's too much. nothing but a facade he puts on day in and day out, he no longer believes. hasn't in a long time. maybe he never really did.
they don't look for him, and he doesn't look for them.
until one day they do.
