I think the difference is that Caitlin's powers fall by default on the scary and negative end of the super powers spectrum. The Speed Force is a neutral force that we've even seen punish speedsters who use speed for evil. Super speed is just there, at a speedster's disposal. But Caitlin leeches heat out of her immediate surroundings because she's losing her own. Killer Frost's kiss killed the Earth-2 robber but not Deathstorm, because his tremendous heat is enough to counteract her extreme cold.
Thanks Anon! I did not know this; in the show it seems (to me) like she’s just shooting out ice/cold so I guess I didn’t really get it, but this explanation makes much more sense. Now I see why she seems to be so down about them. The more you know :D
