tbh, based on season one of AOS, i kind of assume that every HYDRA operative has been dosed with some kind of enhancer. though the strength of it depends on their strategic importance and whatnot.

you’re probably right. i thought about aos while writing this, but my memory of it is pretty scant. i didn’t think enhancement was something every operative is required to undergo.
